FY 2027 Community Project Funding Requests

1. Project Name: W 44th Street Building Rehabilitation

Request Amount:  $1,300,000.00

Intended Recipient: Hudson River Park Trust

Purpose of Request:  Hudson River Park serves millions of visitors each year, including residents of nearby neighborhoods such as Hell’s Kitchen and Chelsea, where access to high-quality open space and public facilities is essential to local quality of life. The W 44th Street Building Rehabilitation Project, which is located at a major Park entrance to Pier 84, will deliver significant benefits to the local community by improving public amenities in New York City’s most heavily used waterfront park.

By upgrading building systems, restrooms, lighting, and accessibility features, the project will improve the safety, comfort, and usability of a key park facility used by the many families, recreational groups, and community organizations. Improved lighting, wayfinding signage, and façade enhancements will create a more welcoming and secure public environment, particularly during evening hours when the park remains heavily used.

The project will also strengthen local economic activity by supporting park concession operations and improving facilities that serve visitors, helping sustain businesses and jobs within the park. In addition, sustainability upgrades such as solar energy and energy-efficient systems will reduce environmental impacts and operating costs, supporting long-term stewardship of this vital public resource.

2. Project Name: Carl Schurz Park

Request Amount:  $5,000,000.00

Intended Recipient: New York City Department of Parks and Recreation

Purpose of Request:  This project will reconstruct the public restroom building at Carl Schurz Park. This restroom is over 90 years old and is past its useful life. By reconstructing the restroom, we can deliver a modern facility to the community that meets their needs. The project will provide children, caregivers, and families with a new restroom for use while they are at the playground. Restroom facilities are important for people of all ages to be able to extend their stay in parks and make for a more comfortable experience. It is near Gracie Mansion and the East River Esplanade, two significant attractions in the neighborhood, and the playgrounds attract many families in the neighborhood.

3. Project Name: ADA: 81 St-Museum of Natural History / 8AV

Request Amount:  $5,000,000.00

Intended Recipient:  New York State Metropolitan Transportation Authority

Purpose of Request:  Funding for the ADA: 81 St / 8AV Station Upgrade project will make the station ADA-accessible, improving the accessibility of the NYC Subway system. ADA station upgrades are estimated to increase ridership at the expense of automobile modes of travel such as paratransit, taxis, or other for-hire vehicles, reducing the transportation costs for customers. ADA upgrades also improve the quality of life for people with disabilities, seniors, and parents with young children who rely on the station.

 Central Park Accessibility and Footpath Restoration

Request Amount:  $3,000,000.00

Purpose of Request:  Central Park is one of the most iconic landscapes in the world, attracting 42 million visitors a year from across the globe - all for free. It is a refuge for people and sanctuary for wildlife, and a powerful economic engine that generates $1 billion annually in tax revenue for NYC. Maintaining its infrastructure is a constant battle, especially when improving accessibility and ensuring footpaths are safe and inviting. Parks are critical to physical and mental health of all Americans.

5. Project Name: Ralph Bunche Park Reconstruction

Request Amount:  $2,350,000.00

Intended Recipient: New York City Department of Parks and Recreation

Purpose of Request:  The project is consistent with the objectives of the community development program. Ralph Bunche Park is an important open space amenity for local residents, as well as an economic driver for small businesses in the area, as the park has traditionally served as a gathering place for rallies and events, given the park's proximity to the United Nations Headquarters. The project will very much benefit the diverse communities bordering the park.

6. Project Name: Samuel Seabury Playground Reconstruction

Request Amount:  $6,470,000.00

Intended Recipient: New York City Department of Parks and Recreation

Purpose of Request:  The playground is past its useful life, and the reconstruction work will include new play equipment, safety surfacing, fencing, landscaping, cooling water spray features, sidewalks, pavement, seating, and other amenities. The site is adjacent to PS 77 and the 6 train station, so it is a bustling, centrally located open space and serves a high-density neighborhood.

7. Project Name: Roosevelt Island Tram Modernization

Request Amount:  $1,000,000.00

Intended Recipient: Roosevelt Island Operating Corporation

Street Address of Intended Recipient: 680 Main Street, Roosevelt Island, NY 10044

Purpose of Request:  Funding the Roosevelt Island Tram Modernization Project ensures taxpayer investment in critical infrastructure that supports reliable, energy-efficient public transportation and reduces congestion on New York City’s roads. The tram is a vital connection between Roosevelt Island and Manhattan. This project will improve passenger safety, operational efficiency, and service reliability.

8. Project Name: General Theological Seminary at Chelsea Square Accessibility & Pedestrian Flow Improvement 20th and 21st Street Project

Request Amount: $2,500,000.00

Intended Recipient: New York City Department of Transportation

Purpose of Request: The proposed sidewalk and accessibility upgrades along 20th and 21st Streets are a strong use of public funds because they deliver core city objectives—safer walking. The proposed upgrades to the sidewalks along 20th and 21st Streets represent a comprehensive investment in safety, accessibility, and historic preservation at the Vanderbilt University–NYC campus, the home of the General Theological Seminary at historic Chelsea Square. The scope includes restoring and preserving the existing bluestone sidewalks, installing new curbing, and reconfiguring tree pits to improve drainage, tree health, and pedestrian flow. At key campus entry points, new ADA-compliant curb cut-outs and an accessible entrance on 20th Street will ensure that all members of the community—students, faculty, neighbors, and visitors—can navigate the campus safely and with dignity. Beyond the campus boundaries, these improvements directly serve the broader Chelsea community by creating safer, more navigable, and more inviting public sidewalks for daily use—whether for families, older adults, individuals with disabilities, or the many pedestrians who traverse these blocks. The project also reinforces the historic character of Chelsea Square by thoughtfully preserving and resetting the original bluestone, maintaining the scale and rhythm of the streetscape, and aligning all upgrades with landmark district standards. In doing so, the work not only protects the architectural and cultural legacy of this historic enclave but also ensures it remains vibrant, accessible, and welcoming for generations to come.

9. Project Name: Hunter College Cancer Biology Research Facilities

Intended Recipient: The Research Foundation of the City University of New York on behalf of Hunter College

Purpose of Request: Hunter College will establish a Cancer Biology Research Facility, advancing biomedical research capabilities and creating career pathways in pharmaceutical, biotechnology, and medical research sectors through strategic equipment investments and strategic partnerships with other New York City institutions.

11. Project Name: NYC Health + Hospitals/Bellevue Hospital Violence Interruption Program (HVIP)

Request Amount: $1,000,000.00

Purpose of Request: Hospital-based violence intervention programs (HVIPs) are evidence-based initiatives that engage survivors of violent injury during this pivotal “window of opportunity,” when patients may be most receptive to support and intervention following a traumatic event. HVIPs aim to break ongoing cycles of community violence.

12. Project Name: Fordham AI Business Hub

Request Amount: $500,000.00

Intended Recipient: Fordham University

Purpose of Request: The Fordham AI Business Hub will play a crucial role in supporting New York’s AI vision, creating a community-centered multifunctional learning, training, research, and innovation ecosystem. With a 15,000 square foot physical operational core at Fordham University’s Lincoln Center campus, 140 West 62nd Street, New York, NY 10023, the hub will make an impact citywide, serving businesses, K–12 schools, higher education institutions, government agencies, community-based nonprofits, early-stage ventures, and working professionals, as well as Fordham students who will enter the workforce across all economic sectors with expertise in ethical AI.

13. Project Name: Cornell Tech GPU Computing Cluster

Request Amount: $2,000,000.00

Intended Recipient: Cornell Tech GPU Computing Cluster

Purpose of Request: Funding will be used to purchase GPU computing equipment to support research and development of cybersecurity and safety standards for agentic Artificial Intelligence (AI).

14. Project Name: Crime Prevention Through Youth Development

Request Amount: $624,500.00

Intended Recipient: Police Athletic League

Purpose of Request: The Police Athletic League proposes to operate the Crime Prevention Through Youth Development Initiative for 2,500 teenagers at 10 PAL Community Youth Centers located in all five boroughs of New York City. Within NY-12, PAL will provide services to at least 750 teenagers from the Harlem, Washington Heights, and North Harlem communities in partnership with the NYPD’s 33rd, 28th, and 32nd  precincts.
