What is an appropriations request?

The Constitution states that “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” This means that the power of the purse must be exercised through the lawmaking process, allowing Congress to craft the terms of appropriations through legislation.

Every year, Congress is responsible for allocating discretionary funding for federal agencies, and grants and programs administered by the federal government. As your Representative in Congress, I have the opportunity to advocate on behalf of programs that are important to New York’s 12th Congressional District.

What is the Difference Between Programmatic, Language, and Community Project Funding Requests

  • Programmatic Request: A request to fund a specific program in an appropriations bill at a specified level. Example: Provide $4,000,000,000 for the Low Income Home Energy Assistance Program. Use our Programmatic and Language Request Form for program requests.

 

  • Language Request: A request to include specific bill or report language that does not direct funding to a particular entity but encourages, urges, or directs some type of action by an agency. Example: The Committee encourages the National Cancer Institute to support efforts to spread awareness on the rise of early onset colon cancer. Use our Programmatic and Language Request Form for language requests.

 

  • Community Project Funding Request: A funding request for a specific non-federal or non-governmental entity to carry out a specific project. Example: Provide $500,000 for a substance abuse treatment program in New York, New York. Visit my  Community Project Funding page to determine how to make these requests. What is the deadline for submitting appropriations requests?

The House Appropriations Committee will set strict deadlines for Fiscal Year 2024 (FY24) Programmatic and Language Requests. This page and the request form will be updated when the deadline is set.

If you are a constituent or local organization and believe you will need additional time to complete your request, please call my legislative staff in my Washington, D.C. office at (202) 225-5635, and we will work with you to help, however, our office is unable to submit appropriations requests after the committee’s established deadlines.


Will the information I submit be public?

Some details, including the substance of your request, may be public. We will never publicly share the name or other personal information of the requestor without your permission.
